Overview of Singapore's E-Waste Collection Network

Singapore's e-waste collection infrastructure operates through multiple complementary channels managed by ALBA E-Waste Smart Recycling Pte Ltd, the appointed PRS operator under the Resource Sustainability Act. The system is designed for a compact, high-density urban environment where most residents live in HDB (Housing and Development Board) estates.

As of early 2026, the network includes over 550 dedicated e-waste bins, quarterly collection drives in partnership with Town Councils, retailer take-back programmes, and on-demand doorstep pickup for large items.

E-Bins: Permanent Drop-Off Points

E-bins are bright green kiosk-style collection bins placed at high-traffic locations across Singapore. They accept small consumer electronics and portable batteries. Typical placement sites include:

  • HDB void decks and common areas
  • Community centres and clubs (CCs/RCs)
  • Selected supermarkets (FairPrice, Sheng Siong, Cold Storage)
  • Shopping malls (particularly near electronics retailers)
  • Government office lobbies and public libraries

Quarterly E-Drives

ALBA organises community collection events — called e-drives — in residential estates across all 26 towns. These events occur quarterly and are coordinated with local Town Councils. During an e-drive, a staffed collection point is set up at a central location (typically near a community centre or MRT station) for several hours.

E-drives accept both small electronics and medium-sized items that may not fit in standard e-bins, such as desktop monitors, printers, and small kitchen appliances. Residents receive information about proper e-waste handling at these events.

Schedules are published on ALBA's website and through Town Council notice boards approximately two weeks before each event.

Retailer Take-Back

Under Singapore's EPR framework, all retailers of regulated consumer electronics must provide a one-for-one take-back at no cost to the consumer. When a customer purchases a new regulated product, the retailer must accept one item of the same type for proper disposal.

This obligation applies to:

  • Physical electronics stores (Courts, Harvey Norman, Challenger, Best Denki)
  • Department stores with electronics sections
  • Online retailers shipping regulated products to Singapore addresses
  • Carrier and brand stores (Apple, Samsung, Xiaomi retail outlets)

The retailer arranges for collected items to be transferred to ALBA's processing network. For large appliances, retailers typically coordinate collection during the delivery of the replacement item.

Doorstep Collection

ALBA operates a doorstep pickup service for residents unable to transport large e-waste items to collection points. The service has two tiers:

Requests are submitted via ALBA's doorstep collection portal or by calling their hotline. Residents in HDB estates may also contact their Town Council to arrange bulky e-waste removal.

Town Council Removal Service

Each Town Council in Singapore manages bulky waste removal for its constituency. While Town Council services are primarily designed for furniture and general bulky waste, many accept large e-waste items as well. The service typically incurs a fee of S$20–$40 depending on the item and Town Council.

Residents can request pickup through their Town Council's customer service hotline or online portal. Processing times average 5–10 working days.

District-Level Collection Density

E-bin deployment density varies by district, generally correlating with residential population and HDB estate concentration. Areas with higher documented bin counts include:

  • Tampines / Pasir Ris — among the highest density of e-bins due to large HDB population
  • Jurong East / West — significant coverage tied to retail concentration around JEM and Westgate
  • Ang Mo Kio / Bishan — mature estates with established CC networks
  • Woodlands / Sembawang — growing coverage following recent HDB developments
  • Punggol / Sengkang — newer estates with e-bins incorporated into planning
